Orange sanguine - IJLK is the waistband piece of the skirt. It will be sewn onto the waistline of the skirt when that is complete, usually right sides together, then pressed in half lengthwise and secured by top stitching. Unfortunately, this pattern doesn't indicate whether it has elastic, is closed with a zipper or buttoned etc, so you'll need to see the program. I can't help you there as I don't watch TV.
